Pengertian Pokok Bencana

1) Bencana. Bencana adalah suatu peristiwa atau kejadian yang disebabkan oleh manusia dan alam yang mengakibatkan penderitaan manusia dan mengganggu kegiatan serta menimbulkan kerusakan terhadap: harta benda, alam, lingkungan, terhambatnya kegiatan pemerintah dan masyarakat.
2) Penanggulangan Bencana. Penanggulangan bencana adalah upaya manusia dalam menghadapi bencana melalui pencegahan untuk memperkecil akibat bencana, kesiap siagaan, tanggap pada bencana, usaha meringankan beban korban dan pemulihan keadaan umum serta perbaikan kembali.
3) Penanggulangan Korban bencana. Penanggulangan korban bencana adalah upaya yang dilaksanakan dalam rangka meringankan penderitaan dan mengatasi kebutuhan sehari manusia yang terlanda bencana berupa: perlindungan, sandang, pangan, papan, kebutuhan kesehatan, penggolongan korban.
4) Macam bencana
a) Bencana karena ulah manusia: kebakaran, kecelakaan, banjir, wabah penyakit, huru-hara, radiasi, kelaparan, pencemaran limbah atau industry.
b) bencana karena alam: gempa bumi, gunung meletus, angin topan atau angin rebut, banjir lahar, kekeringan, tanah longsor, banjir, hama tanaman.
