Pemerintahan baru Provinsi Timor Timur (Saat berintegrasi dengan Indonesia)

Timor Timur adalah provinsi baru Negara Republik Indonesia yang ke 27. Karena baru itu maka Pemerintahannya menghadapi tugas yang baru dan berat. Di antara tugas baru dan berat itu:
1) Membangun kembali pemerintahan yang kacau akibat perebutan kekuasaan dengan suatu Pemerintahan yang teratur, stabil teratur, aman dan berwibawa.
2) Membangun kembali perekonomian yang hancur akibat perang saudara dengan suatu system perekonomian yang teratur, rapid an berhasil guna untuk kemajuan masyarakat.
Untuk menyelesaikan kedua tugas tersebut, usaha pertama yang dilakukan oleh Pemerintah Provinsi Timor Timur adalah membangun suatu Pemerintahan yang teratur, stabil, terlatih, aman dan berwibawa. Kemudian baru membangun perekonomian yang teratur rapid an berhasil.
Dalam rangka menciptakan suatu pemerintahan yang teratur, stabil, aman dan berwibawa itu, maka di susunlah lembaga pemerintah tersendiri atas badan Eksekutif (Pemerintahan), Legislatif (Dewan Perwakilan Rakyat), dan Yudikatif (Peradilan).
Di bidang Badan Eksekutif disusunlah suatu Pemerintah Koalisi= gabungan dengan struktur Pemerintahan.
Susunan Pemerintahan dibentuk dari Tingkat Pusat (Provinsi) sampai Daerah Tingkat II (Kabupaten).
Di bidang Badan Legislatif dibentuk Dewan Perwakilan untuk tingkat Pusat (Provinsi) yang anggotanya berasal dari wakil rakyat (Partai Politik), wakil golongan, dan wakil daerah. Badan legislative ini juga dibentuk di Daerah Tingkat II (Kabupaten).
Guna mencapai kondisi Pemerintahan yang mantap dengan di dukung oleh semua pihak maka pengisian pejabat Pemerintah, Dewan Perwakilan Rakyat dan Badan Peradilan dengan sendirinya harus bersumber kepada partai yang ada dan wakil golongan dalam masyarakat Timor Timur. Di lihat dari struktur politik yang ada sekarang ini, di Timor Timur terdapat partai Apodeti, UDT (Union Democracio de Timor), Kota, Tabralista dan Fretelin. Maka Pemerintahan yang demokratis di Timor Timur sekarang ini harus berupa Pemerintahan koalisi dari partai tersebut. Karena itu Gubernur Arnaldo dos Reis de Araujo berasal dari partai UDT (Union Democracio de Timor) dan Ketua Dewan Perwakilan Rakyat Ir. Mario Concalves berasal dari Fretelin dan jabatan lain dari partai Kota dan Tabralista. Sedangkan pengisian Dewan Perwakilan Rakyat untuk Daerah Tingkat I (Provinsi) dan Dewan Perwakilan Rakyat Daerah Tingkat II (Kabupaten) susuannya samap seperti pada Badan Eksekutif hanya ditambah utusan dari golongan dan Utusan dari Daerah. Khusus untuk wakil dari partai Fretelin diadakan seleksi yang ketat, terutama dipilih kepada mereka yang betul ingin berintegrasi dengan Indonesia.
Untuk menjamin Pemerintahan yang teratur tertib, stabil dan aman maka di bidang Pertahanan dan Keamanan di Timor Timur dibentuk suatu Komando Daerah Pertahanan Keamanan yang langsung dikendalikan “Ankam”. Pasukan Komando Daerah Perbatasan dan Keamanan Timor Timur merupakan gabungan pasukan Apodeti, UDT (Union Democracio de Timor), Kota, dan Tabralista ditambah Tentara Nasional Indonesia. Ditunjuk sebagai Panglima Komando Daerah Pertahanan dan Keamanan Timor Timur Brigadir Jenderal Dading Kalbuadi.
Guna menjamin kelancaran jalannya tugas Pemerintah; Daerah Timor Timur dibagi menjadi 13 Kabupaten. Tiap Kabupaten dibagi lagi menjadi beberapa menteri. Dari ke 13 Kabupaten dan Kecamatan itu adalah:
